His speech footnotes attribute the information to the New York State Department of Education.

Sprawl is also one factor in the general increase in suburban school taxes. In a Buffalo News article by Patrick Lakamp of Februrary 27, 2002, "Rise in school taxes called unacceptable," we find the following information:

Tax collections went up 79 percent in Erie County's 27 suburban school districts during the 1990s, more than twice the inflation rate, Giambra said, citing a Public Policy Institute study. Yet the number of students increased by only 8 percent. "This trend is unsustainable and unacceptable," Giambra said.
