Average cost pricing for telephones, cable TV, gas and
electricity, allows customers in low-density areas to pay
the same fees for services even though it costs more to
provide them there than in more efficient high-density
areas. Another example of this is mail
delivery -- think how much longer it takes to deliver
mail to fewer people farther apart.
In other words, residents in high-density
towns and cities, which typically have a disproportionate
number of lower-income residents, in effect, subsidize
the wealthier suburbs.
