Like the Buffalo-Niagara region, Cleveland has experienced sprawl without growth. In 1996, recognizing the symptoms which had led to the deterioration of the urban core were spreading to other neighborhoods, ten of Cleveland's inner-ring suburbs formed an alliance to focus on halting sprawl.
