The Horizons Waterfront Commission, which began in 1988, is a local example of an inter-municipal agreement in which the cities and towns along the Lake Erie waterfront, together with Erie County and the NFTA, joined to develop a plan for the waterfront -- but the commission ended before the mission was complete.
